The Sustainable Consumption and Production Action Plan seeks in part to empower consumers with better information. In 2013 DG Environment published a communication on the Single Market for Green Products which is the foundation for an EU methodology to footprint the environmental performance of products and organisations (PEF/OEF). A three-year pilot phase to establish category rules is now under way involving a large number of industry sectors. As part of this work the Commission is also looking at how to communicate environmental product/organisation information to consumers with the aim of helping them make the right choices.

DG Health & Consumers are incorporating behavioural economics in their policy work:

  • Evidence in behavioural literature for the inclusion of a ban on pre-checked boxes in the proposal for the Consumer Rights Directive (art. 31.3).
  • Conducted the first behavioural study on consumers’ decision-making in retail investment services showing that simpler and standardised product information significantly improves investors’ decisions.
  • Establishing a procedure to analyse behavioural issues related to policy-makers' decisions and test ex-ante the effectiveness of policy interventions.

The We Love Eating project is about developing a positive relationship with food: what we eat, where we eat, and with whom we eat. We Love Eating aims to teach people about enjoying healthy food, focusing on the pleasure it brings, and the quality of it rather than the quantity. It encourages conscious eating and more physical activity in daily life, offering realistic ways to adopt a healthier lifestyle.

The participating cities are Banská Bystrica, Slovakia;  Bradford, UK; Cluj Napoca, Romania; Deventer, Netherlands; Granollers, Spain; Poznań, Poland; and Roncq, France. Within the pilot cities, the project works with three main groups: children, pregnant women and older people. A special focus is also placed on reaching representatives of these three target groups from low socio-economic backgrounds.
